About Jerome

Mr. Capone is a member of the Delaware Trial Lawyers Association, the Delaware State Bar Association, and the National Association of Criminal Defense Attorneys. In 2002, he was named one of Delaware's top criminal defense attorneys by Delaware Today magazine.

During his career, Mr. Capone has been asked to speak about ethics and professionalism to fellow attorneys at Continuing Legal Education seminars sponsored by both the Delaware State Bar Association and the Delaware Trial Lawyers Association. He was also invited to present a lecture on trial advocacy to attorneys from El Salvador who were studying the American jury trial system. He has served on numerous Court committees convened to promote the administration of justice.

He passed the Delaware Bar Exam in 1977. He worked for one year as an Assistant Tax Attorney for the Penn Central Transportation Company in Philadelphia. In 1978, he was hired by the City of Wilmington as an attorney in the City Law Department. In 1981, he was promoted to First Assistant City Solicitor. When Daniel Frawley was elected mayor in 1984, Mr. Capone was named City Personnel Director and became the City's chief labor negotiator. In 1987, he left the City to open his own law practice in downtown Wilmington.

Mr. Capone grew up in Oceanside, New York. He graduated from the American University in Washington, D.C. in 1973 with a B.A. in Political Science. After graduation he worked for one year in New York City as a claims adjuster for an insurance company.

In 1974 he moved to Delaware to attend the Widener University School of Law (then known as the Delaware Law School). While in law school, he was president of the Student Bar Association and an Associate Editor of the Law Review.
