Victoria is a passionate advocate. She believes everyone deserves a chance to be heard, and she takes pride in finding creative legal solutions. After completing her undergraduate studies, Victoria moved to Phoenix to attend law school at Arizona State University. Mr. Holzer became licensed in the State of Arizona in December of 2007. In January of 2008 he began working for Wattel and York, LLC (“Wattel and York”) a firm specializing in personal injury claims. There, Mr. Holzer engaged in all aspects of litigating personal injury claims, including discovery, conducting and defending depositions, arbitrations, settlement conferences, mediations, motion practice, and post-settlement lien resolution and settlement disbursements. Mr. Holzer also tried several jury trials as either first or second chair. Mr. Holzer routinely oversaw over one hundred litigation cases at a time, supervising a dozen paralegals/support staff. In 2011, Mr. Holzer successfully argued in front of the Arizona, establishing legal precedent related to the ability for accidentvictims to seek a claim for diminished value. In January of 2012, Mr. Holzer left Wattel and York to become in-house counsel, COO, and CFO of National Health Finance, LLC, (“NHF”), where Mr. Holzer oversaw the day-to-day operations of a company engaged in the purchase of medical debt related to personal injury patients treated on a lien basis. When Mr. Holzer started with NHF, the company had a total of seven employees, and just over 10mm in open accounts receivable. Over the next four years, Mr. Holzer helped grow the company to over 120mm in open accounts receivable and twenty-five employees, including a robust legal department. Mr. Holzer’s duties as CFO included monthly financial reconciliation and reporting to the bank, and yearly audit compliance. After successfully guiding NHF to partial equity sale in the first half of 2016, Mr. Holzer left NHF to start his own personal injury firm, as well as a successful consulting business providing services to medical providers that treat personal injury patients in Texas, Florida, Michigan, New Jersey, New York, and Pennsylvania. At his law firm, Mr.Holzer has been in charge of all aspects of pursuing claims, including the administration and oversight of the law firm’s operating and IOLTA accounts. Over the last sixteen years, Mr. Holzer has gained invaluable knowledge and experience in both how to properly pursue a personal injury claim, as well as how to run a successful business. His financial experience, as well as experience working with medical providers to enforce medical liens and pursue payment of medical debt will complement the knowledge and experience of Mr. Colcord in order to provide key insight and advantage for clients of the ABS.

Tom Dean has been fighting for the rights of cannabis consumers since 1993. Although his interest in marijuana reform began in college, he cut his teeth on marijuana law as an attorney while working for well-known criminal defense attorney Lee Phillips in Flagstaff. After cultivating his knowledge in this area of law and deepening his experience in the courtroom for several years, he moved to Washington, D.C. to become the National Legal Director for the National Organization for the Reform of Marijuana Laws (NORML). As NORML’s Legal Director, Tom initiated and managed many matters of national importance to marijuana policy reform and coordinated the efforts of the NORML Legal Committee and NORML Amicus Committee in key cases throughout the U.S. Since returning to Arizona, Tom has devoted his practice almost entirely to cannabis-related matters. He continues to serve as a lifetime member of the NORML Legal Committee, chairs the NORML Amicus Committee, is Legal Director of NORML’s Arizona state chapter, and was inducted into the NORML Distinguished Counsel’s Circle. He is also a founding member of the National Cannabis Bar Association (NCBA) and the Arizona Cannabis Bar Association (ACBA). Outside of the courtroom, Tom enjoys presenting at seminars and conferences both in Arizona and elsewhere and is working on a book he hopes to publish about marijuana law in Arizona. He remains a steadfast activist for marijuana policy reform.
