About Michael
Michael J. Bradley has been selected by Best Lawyers as one of the top lawyers in Energy/Public Utility Law, and has worked full-time in utility and telephone regulation since 1983.
Mr. Bradley was the Manager of the Minnesota Office of Attorney General Residential Utilities Division (OAG) for nearly six years. During that period, he individually or jointly represented the OAG in a wide variety of matters, including 14 rate cases (4 electric, 5 natural gas and 5 telephone).
Subsequent to joining Moss & Barnett, Mr. Bradley has participated in a number of major energy regulatory proceedings, including: 8 rate cases (4 natural gas, and 3 electric); rulemaking and other policymaking proceedings related to conservation incentives, rights-of-way and monetizing externalities. Other major regulatory proceedings have included: NSP's successful request for a Certificate of Need for Prairie Island dry cask storage (which involved approximately five weeks of hearings); certificate of need proceedings for three peaking plants and several transmission certificate of need and route permit proceedings.
Mr. Bradley also has very extensive experience in communications issues, including:
Mr. Bradley has also represented clients (successfully) in at least nine appellate court proceedings (e.g., Minnegasco and Interstate Power and Light) deciding, respectively, that good will belongs to the shareholders, and that manufactured gas plant remediation costs are recoverable utility expenses.
