Originally from Nebraska, Ramsey knew he wanted to be a lawyer after seeing his mother, a public defender, in court. He started on the path at the University of Nebraska-Lincoln, where he earned his bachelor of science degree in secondary education. Throughout his undergraduate years, he was active in the community, working as a volunteer coach for varsity high school football, wrestling, and baseball teams.

On a general scholarship, Ramsey attended WVU College of Law for his formal legal education. Intent on becoming a litigator, he sought out opportunities to hone his trial advocacy skills through membership in the Lugar Trial Association and his work as a student attorney representing clients at the WVU College of Law Litigation and Advocacy Clinic. He gained additional insights from his membership in the Intellectual Property Association and the Federal Bar Association and as secretary of the Sports and Entertainment Law Society.

His clerkships while in law school further enhanced his legal education, including his experiences as a Steiger Fellow in the Office of the WV Attorney General and summer clerkships at the National White Collar Crime Center (NW3C) and the Nebraska Commission for Public Advocacy, where he learned to expect the unexpected in court.
