Raised in historic Fredericksburg, Virginia, Tom attended Lafayette College in Easton, Pennsylvania. He obtained his undergraduate degree in History and Government-Law while earning Academic All-Patriot League status on the diamond. He earned his juris doctor from the University of Georgia School of Law. While in Athens, he participated in the Special Education Practicum helping underprivileged families earn the educational benefits afforded them under the law. After law school, he returned to northern Virginia, practicing for four years with a boutique litigation firm in Warrenton. He then transitioned to a growing regional firm, where he managed two criminal defenses offices and spearheaded their Virginia civil litigation practice for over eight years. Tom brings this wealth of experience to the already dynamic team at the Laurel Brigade Law Group.

Attorney, CPA and CFE. Mr. Francis is a native of Oregon graduating with degrees from both Oregon State University in Business/Accounting and Univeristy of Oregon in Sociology/Psychology. He began working with the Internal Revenue Service in Los Angeles auditing the agency for Fraud Waste and Abuse in 1980. Leaving the IRS he worked for the US Department of Transportation Inspector General in Washington DC. While working full time for the Federal government he completed Law School and began the practice of Law Licensed in Virginia in 2001. In 2006 he was admitted to practice law in Washington. Overall, Mr. Francis is licensed to practice in Virginia, Washington, and New York and is in Federal District Court and the Federal Court of Appeals. He is in the United States Immigration Court and United States Tax Court. He is also and Certified Public Accountant in Washington, Oregon, California, Virginia, and Maryland. He has been a Certified Fraud Examiner for about 30 years and has done numerous asset tracing and analysis and is trained expert witness in money laundering. He was a adjunct professor at George Mason University teaching a para legal studies certificate program for several years while practicing law. He worked with the Fairfax police academy in courtroom techniques He has extensive legal training and experience of nearly 25 years in numerous legal areas including criminal law defending up to murder cases, (both jury and bench trials), dozens of high asset divoce cases, child custody isses and just about every family law matter. He has represented clients in the US Tax Court and various Internal Revenue Service audit and settlement conferences. He recently litigated a complex De Facto parent case in the Washington Court of Appeals. He has been working in taxation and immigration over the last few years during Covid. He currently lives in Vancouver, Washington.
