Of Counsel, Litigation Department. Former Judge Lehrer joined Dilworth Paxson following his retirement from the Pennsylvania Court of Common Pleas. He brings a wealth of experience as a jurist and practicing lawyer. As a judge for some 26 years, he presided in criminal and civil jury and non-jury cases; equity and injunction proceedings, appeals from rulings of city and certain state regulatory and administrative agencies, civil and discovery motions, mental health and retardation commitment hearings, and health, construction and environmental code enforcement cases. Several of his decisions were precedent setting and received wide notice throughout the commonwealth. Included were such subjects as the extent and limitation of the powers of governmental agencies, insurance coverage, medical malpractice and the right of individuals to decline medical treatment.

As a practicing lawyer, after serving as counsel in the Pennsylvania State Senate, Mr. Lehrer concentrated his practice in the representation of professional, educational and health related profit and non-profit corporations with respect to governmental relations and in civil defense litigation.

Mr. Lehrer presently concentrates his practice in litigation, governmental relations and alternative dispute resolution including arbitration, mediation and neutral arbitration for third- party litigants.
