Robert S. Bullock, Esq., CELA, CAP is the principal of the Elder & Disability Law Center and is licensed to practice in the District of Columbia, Maryland and Virginia. His practice focuses in the areas of Medicaid planning and eligibility, public benefits, Life Care Planning and Management, guardianships, conservatorships, disability planning, supplemental needs trusts, estate planning and general legal issue of competency, insurance coverage, Medicare and Elder Law issues. Mr. Bullock is an honors graduate of Lafayette College, and received his J.D. from the University of Pennsylvania Law School. He is the only Certified Elder Law Attorney (CELA) practicing fulltime in the District of Columbia.

During law school, Mr. Chayet's grandmother, Letty Milstein, was the principle party in one of the most controversial and public elder law cases in the state of Colorado. The Estate of Milstein v. Ayers, 955 P.2d 78 (Colo. App. 1998), is a landmark probate case which upholds and protects the right to counsel and due process of incapacitated adults in Colorado and has been codified into the Colorado Uniform Protective Proceedings Act (the guardianship and conservatorship laws). This experience was the impetus for Mr. Chayet's career long practice commitment to the field of elder law and probate litigation. Mr. Chayet is the past Chairman of the Elder Law Section of the Colorado Bar Association and the recipient of Colorado Super Lawyers 2011 Rising Star in Elder Law. Mr. Chayet's expertise in the area of elder law has also been demonstrated through his publishing in the areas of elder law as well as many public speaking appearances throughout Colorado.Mr. Chayet is an active member of the National Academy of Elder Law Attorneys and a member of the Colorado Bar Association where fellow Colorado attorneys nominated Mr. Chayet to be a Fellow of the Colorado Bar Foundation. Mr. Chayet, born and raised in Denver, Colorado, is continuing in the footsteps of his family in assisting the philanthropic and civic community of Colorado, by serving on the board of many not-for-profit organizations including the Total Long Term Care Foundation, Guardianship Alliance of Colorado, Colorado Citizens for Accountability, Allied Jewish Apartments, Jewish Senior Recreation Network, the Foundation For Hope and the Life Source Services Hospice.

I am a Social Security disability attorney who helps people involved in Social Security disability cases as well as veteran’s disability cases. I am a sustaining member of the National Organization of Social Security Claimants’ Representatives (NOSSCR) and the National Organization of Veterans’ Advocates (NOVA). An Iowa native, I received a Bachelor of Arts from Grinnell College in 1996. I received my Juris Doctorate from the University of Iowa College of Law graduating with distinction in 2000. I am admitted to the Iowa Bar, the Illinois Bar, the Northern and Southern Districts of Iowa Federal Court, the Central District of Illinois Federal Court, and the Eighth Circuit Court of Appeals. I am a member of the Dubuque County Bar Association, the Iowa State Bar Association, and the Illinois State Bar Association.

As a trusted legal advisor for over 40 years, Anthony regularly represents maturing families, aging baby boomers, seniors, and their families as well as various fiduciaries such as agents under power of attorney, executors, and trustees to achieve asset protection for individuals and families that have members who have begun the “long-term care journey”. Anthony provides strategies for family members and their fiduciaries regarding 1) Medicaid pre-planning, 2) Medicaid wait-and-see planning, and 3.) Medicaid crisis-planning and other matters pertaining to aging. Anthony’s substantial experience allows him to assist clients and their families in representation for: 1) long-term care planning for nursing home care, 2)nursing home admission contracts, 3) Medicaid planning and asset protection strategies, 4) Medicaid applications for long-term care, 5) Medicaid appeals, 5) special needs planning, 6) life’s inevitable changes from the need for traditional estate planning to planning for ill or institutionalized single persons or spouses, 7) individuals who have developed Alzheimer’s, MS, Parkinson’s and other degenerative health issues requiring a focus on governmental benefits eligibility. Through Anthony’s relationships with attorneys in elder law, locally and nationally, he is focused on the never-ending changes and issues brought to the forefront by state and federal legislatures, and governmental agencies.
