Mr. Repici has served as Labor Counsel, General Counsel and Special Litigation Counsel for numerous municipalities, counties, authorities, school boards and other public entities throughout New Jersey and Eastern Pennsylvania. Mr. Repici has extensive experience handling public and private sector collective bargaining negotiations, grievance arbitrations, unfair labor practice proceedings and employee disciplinary matters. Brotherton obtained his law degree in 1994 at the age of 44 after five years of night classes, he was the regional manager for BCM Engineers, Inc., a national environmental engineering firm. Prior to becoming an attorney, William worked at developing complex treatment plans for national Superfund sites and RCRA facilities as an environmental scientist. He received his MS in Environmental Science from the University of Texas at Dallas, and his undergraduate degree from the University of North Dakota. After obtaining his law degree, he then went on to teach environmental law as an adjunct professor for 12 years at Texas Christian University, and lectured in environmental and land-use law at the Center for Environmental Research and Training at the University of Texas at Arlington. He has also lectured at Lamar University, the University of North Texas, and the University of Texas at Dallas. William has served as a court-appointed special commissioner to determine the value of condemned property since 2006. Knowledgeable in that area as a result of his experience serving on the Planning & Zoning Commission for Flower Mound, Texas for over 6 years in addition to his service as a director of the Upper Trinity Regional Water District. Richard W. LeBlancq is a partner in Harwood Lloyd’s Commercial Department concentrating in acquisitions and dispositions of commercial real estate, commercial leasing, real estate lending, workouts, closely-held businesses, land use and development, and real estate tax appeals. Mr. LeBlancq has been with Harwood Lloyd since 1984. Mr. LeBlancq received his B.A. in American Studies from the University of Notre Dame in 1973. He received his J.D. from Seton Law School in 1981. Mr. LeBlancq was appointed by the New Jersey Supreme Court to serve on the Bergen County District IIB Fee Arbitration Committee, and served as the Chairman of Bergen County District IIB Fee Arbitration Committee. Alan G. Philibosian is a Partner in Harwood Lloyd’s Commercial Department, concentrating his practice in real estate lending, commercial leasing, acquisitions and dispositions of commercial and residential real estate, and land use and development. He also served as counsel to the Haworth Planning Board from 2002-2008. Mr. Philibosian previously served as a member of the Board of Directors and currently serves on the Budget Finance, and Endowment Committees of the Armenian Missionary Association of America in Paramus, New Jersey, and as a member of the Board of Elders of the Armenian Presbyterian Church in Paramus New Jersey.
