About Tamara
Tamara represents clients facing removal proceedings in immigration courts and before the Board of Immigration Appeals. She also represents clients challenging adverse agency decisions in federal courts of appeals. She represented the noncitizens in Hernandez Avalos v. Lynch, 784 F.3d 944 (4th Cir. 2015), Zavaleta-Policiano v. Sessions, 873 F.3d 241 (4th Cir. 2017), and Chen v. Garland, 72 F. 4th 563 (4th Cir. 2023), three published cases in the U.S. Court of Appeals for the Fourth Circuit which greatly improved asylum law in states throughout the Fourth Circuit. She also represented the noncitizen in Jaghoori v. Holder, 772 F.3d 764 (4th Cir. 2014), a published case of first impression in the Fourth Circuit on the stop-time rule for cancellation of removal for lawful permanent residents.
Tamara represents clients in their affirmative applications and petitions before the United States Citizenship and Immigration Services, including applications for asylum, Special Immigrant Juvenile status, U visas, adjustment of status, and citizenship.
Tamara has lectured and presented in numerous conferences and training sessions to immigration law attorneys, focusing on asylum law and appellate practice.
Tamara is fluent in Spanish and is a graduate of Georgetown University and Harvard Law School. She is licensed to practice law in Virginia, Maryland, the District of Columbia, and in several federal courts.
