About Tom

Tom Fiscus is an attorney licensed in both Oregon and Iowa. His 37 years of legal experience make him uniquely qualified to identify with and resolve client issues where complex legal, financial and family matters come together. Tom focuses his practice on estate planning, family law and mediation/arbitration.

Tom earned his Bachelor of Science degree in Computer Science from the United States Air Force Academy, in Colorado Springs, Colorado, in 1972 and his Juris Doctor, cum laude, from the Ohio State University, College of Law (Moritz School of Law), in 1975. In 1994, he received a Masters Degree in National Security Strategy from the National Defense University, Washington, D.C. In 2004, he completed a fellowship with the Broad Foundation, Urban Superintendent's Academy.

He is a member of the Oregon State Bar, and of the Association's Estate Planning, Family Law, Alternative Dispute Resolution and Sole and Small Firm Practice sections. He is also a member of the Iowa State Bar Association and the American Bar Association. He is a member of the Oregon Mediation Association (OMA), National Association of Counsel for Children (NACC) and the National Academy of Elder Law Attorneys (NAELA). He is registered as an Arbitrator in Oregon's Multnomah and Washington Counties.

Tom is admitted to practice before the United States Supreme Court, the Supreme Courts of Oregon and Iowa, the Federal Courts of Appeals for the 5th, 10th, 11th and Federal Circuits, the Federal District Courts for Oregon and the Northern District of Iowa, the Court of Federal Claims, and the Court of Appeals for the Armed Forces.

Tom spent most of his legal career in uniform as a military judge advocate serving around the globe with the United States Air Force. He served as the 14th Judge Advocate General of the Air Force from 2002 to 2004. He is the recipient of the Distinguished Service Medal and other military decorations. He is a life member of the Air Force Academy Graduates Association, Veterans of Foreign Wars, Judge Advocates Association and the National War College Alumni Association.

In addition to his law practice with his friend of 45 years, Kathleen Allmon Stoneman, Tom volunteers as a Court Appointed Special Advocate (CASA) for foster children in Multnomah and Washington counties and is the President of the Metro West Wrestling Officials Association, which officiates high school wrestling in the Portland area.

Tom lives in Portland, Oregon, with his wife, Carolyn, who is a certified nurse midwife. They have two grown children: Joe and Jessie. Joe is a graduate of Wake Forest University and of Seattle University Law School, practicing in the Washington, D.C. area. Jessie is a graduate of the College of the Atlantic and is an organic farmer in Olga, Washington.
