Our esteemed friend and colleague, William J. Carlin, Esquire passed away onFebruary 22, 2004. He will be profoundly missed by all who knew him.

Mr. Carlin graduated from Penn Law School in 1951 and worked at variouspositions in the City of Philadelphia until 1955. In 1955, he came to BucksCounty and worked with I. Louis Rubin, Esquire, who subsequently became a Judgeof the Court of Commons Pleas on Bucks County in 1956. Mr. Carlin maintained asolo practice in Bristol, Pennsylvania until 1961 when he joined the firm ofwhat was then known as "Eastburn, Begley, Mandio, Kelton &Popkin", the name was changed to "Begley, Carlin, Mandio, Kelton &Popkin". Over the years it finally became "Begley, Carlin &Mandio".

In 1966, the firm was engaged to represent the Neshaminy Water ResourceAuthority ("NWRA") and through 1966 to 1977, the work from the NWRAwas performed by George Kelton, Esquire. When he went on the bench in 1977, Mr.Carlin was assigned the representation of the NWRA, which was engaged to buildthe Point Pleasant Water Diversion Project ("the Pump") and ten damsand two recreation sites. Over the years, this involved 16 separate lawsuits,all of which were finally resolved in favor of the NWRA and the County.

Mr. Carlin ultimately negotiated, together with another partner, John P.Koopman, the sale of the Pump and related facilities to North Penn/North WalesWater Authority for approximately $56,000,000.

In 1979, Mr. Carlin became Solicitor for the Bucks County IndustrialDevelopment Authority and Bucks County Economic Development Corporation. TheBucks County Economic Development Corporation is involved in all PIDA fundingsthat originate in Bucks County and over the years he has closed approximately1,000 transactions. The Bucks County Industrial Development Authority issues allof the tax-exempt bonds and similarly over the years, he has closed over 1,000tax-exempt loans for various industrial and commercial projects.

Mr. Carlin has practiced law for over 52 years primarily representing clientsregarding real estate transactions. He has also acted as special counsel to theCounty Commissioners on loan projects or similar projects that they get involvedwith.
