Attorney William R. Claiborne is of counsel with Claiborne, Outman & Surmay, P.C. Will manages and operates a branch office of the firm located in Savannah, Georgia, his practice area stretching from Savannah east to Laurens County (Dublin) north to Screven County (Sylvania) and south to Camden County (St. Mary's). In association with the Atlanta office, Will's practice areas include adoption, assisted reproductive technologies, and estate planning. Additional practice areas are family law litigation and general civil litigation.

Will is a graduate of Emory University with a B.A. in Political Science. At Emory Will was the 41st College Council President (president of the undergraduate student body), four year HOPE Scholar, White House Intern, and a leader in the Alpha Theta chapter of Alpha Tau Omega.

After graduation from Emory, Will worked for United States Senator Zell Miller in Washington, D.C. for two years.

Will received his J.D. from the University of Georgia School of Law where he received a full scholarship as a School of Law Foundation Scholar. Will was active with the UGA Mock Trial program serving as Vice President, was the 2003 winner of the J. Melvin England Mock Trial Competition, and was selected to be a pupil in the prestigious Lumpkin Inn of Court.

During law school Will was also an articles editor on The Georgia International and Comparative Law Journal and spent a summer studying international law in Siena, Italy. Will is a recipient of a Certificate in European Union and Comparative Law from Tulane University in Conjunction with Facolta di Giurisprudenza, Universita di Siena.

During his third year of law school Will was a participant in the Prosecution Clinic and worked full-time with the Chief Assistant District Attorney of the Western Judicial Circuit.

Will is an active member of the Savannah Bar Association, State Bar of Georgia, Young Lawyers Division of the Savannah Bar Association, and the Young Lawyers Division of State Bar of Georgia Family Law Committee. For a number of years Will was an attorney-coach for the H.V. Jenkins High School Mock Trial team, and Will now serves as the Regional Coordinator of the Georgia High School Mock Trial Competition.

Will is admitted to practice law in the Superior Courts of Georgia, the Georgia Court of Appeals, and the Georgia Supreme Court.

Will is married to Jennifer Claiborne, and they have two children. Will and Jennifer are active members of St. Peter's Episcopal Church where Will serves as the Chair of the Youth Education Committee.
