About Charles

Charles Horowitz joined Mansfield, Tanick & Cohen in 1999, coming from a Wall Street law firm specializing in insurance coverage, defense and subrogation. Mr. Horowitz is a litigator whose wide-ranging practice includes class actions (predominantly consumer fraud and antitrust), employment law in the public and private sectors, insurance law, veterans' rights, shareholder disputes and trade secrets litigation, among others. Since joining the firm, he has contributed to the success of several large-scale matters in state and federal court, including class actions and anti-services and minority shareholders. Mr. Horowitz' efforts in two large class actions led to certification of high profile nationwide and statewide classes, including: Menzel v. Beneficial Corp., et al. (consumer lending) and Johnson v. C.H. Robinson Worldwide, Inc. (Fair Labor Standards Act), and Shapira v. City of Minneapolis ("Photocop" litigation). In the field of employment law, his efforts representing a Ramsey County sheriff's deputy led to an important clarification and expansion of police officers' and firefighters' rights to enhanced "line of duty" disability benefits under the Public Employees Retirement Association statute. In addition to his plaintiff work, Mr. Horowitz has experience in the field of products liability defense, including work on the polybutylene plumbing litigation, the nation's largest property damage products liability suit. He also clerked for the Honorable Cara Lee Neville, and an opinion he drafted was affirmed by the United States Supreme Court, Raygor v. Regents of University of Minnesota, 534 U.S. 533 (2002). Mr. Horowitz received his J.D. from Washington University in St. Louis and his B.A. from Cornell University, College of Arts and Sciences.

Outside of work, Mr. Horowitz and his wife Robin, a law librarian, are active in local cultural institutions, including the Minnesota Orchestra. He also serves on the Board of Directors of the Minnesota Youth Symphonies, the state’s premier pre-conservatory youth orchestra.
