About Howard

Over more than 20 years, Howard has built a successful legal practice which emphasizes professional liability defense, employment litigation and public entity liability defense. As a respected trial lawyer, Howard has handled hundreds of professional malpractice claims and has tried almost 100 of them to verdict, a majority of which sided with the defense. In a precedent-setting decision before the Third Circuit, Howard successfully argued that a municipality can exclude houses of worship in order to facilitate economic redevelopment.

In 1978 Howard received his undergraduate degree from American University, from which he graduated with honors. He then received his law degree from Rutgers University in 1981.

Significant Representative Matters

  • Successfully defended public entity in novel claim brought pursuant to the Religious Land Use and Institutionalized Persons Act (RLUIPA). We were opposed by amicus briefs filed on behalf of several national lobbying organizations and the Justice Department. The settlement demand was $5 million.

  • Tried a handicap discrimination claim against a school district, in which the demand was $1.2 million and our offer was $50,000. The verdict was $56,000.

  • Tried a national origin discrimination claim in which the demand was $1 million. Our offer was $75,000 and the verdict was $80,000.
