About James
James E. Carroll is a founding partner of Cetrulo & Capone LLP.
For over twenty years, Mr. Carroll has specialized in the trial of complex litigation for corporations and individuals in state and federal courts. His recent practice has involved litigation of complex insurance coverage matters in multi-party disputes. As a former Trial Attorney for the United States Department of Justice, Mr. Carroll was assigned to the Office of Special Litigation in the Tax Division in Washington, DC. While at the Justice Department, he was lead trial counsel in several federal court trials across the United States; and for his work in the Justice Department, Mr. Carroll received the 1987 Outstanding Attorney Award.
Mr. Carroll has experience before federal and state agencies on a variety of matters, including the Securities and Exchange Commission, the Internal Revenue Service, the Immigration and Naturalization Service, and the Department of Defense Office of Inspector General. He also has appeared pro hac vice in numerous jurisdictions.
Experience
- Acted as Lead and Liaison Counsel for seventy five outside directors of the credit unions closed in Rhode Island as a result of the failure of the State's private deposit insurer, and coordinated the defense of more than one hundred civil lawsuits;
- Successfully represented several insurance carriers at the trial and appellate level in a declaratory judgment involving claims for coverage for thousands of suits brought by life insurance policyholders;
- Successfully defended a university medical school in a government contract audit and investigation; and
- Argued over twenty appeals in federal and state courts.
