About Richard
Richard (Dick) N. Lyons primarily works in the Government Practice Group specializing in the representation of governmental entities. He works closely with elected boards and executive officers regarding a wide range of issues, including policy formulation and administration, personnel matters, constitutional issues, contracts, public utility law, construction law, financing and taxation issues, administrative hearings, and election laws. His practice also includes land use planning and related real estate issues involving local government regulation.
Mr. Lyons served as a law clerk to the Honorable Russell G. Clark, U.S. District Court, Western District of Missouri, and joined the firm in 1979. He is a past president of the Boulder County Bar Foundation; a former member of the Colorado Bar Association’s Board of Governors and is a fellow of the Colorado Bar Foundation.
He is a member of the Urban, State and Local Government Law Section of the American Bar Association, a member of the Colorado and Boulder County Bar Associations, the Attorneys’ Section of the Colorado Association of School Boards, the American Constitution Society, and an associate member of the Colorado Special Districts Association.
He has testified before numerous committees of the Colorado General Assembly regarding proposed legislation and has been a guest speaker at conventions of the Colorado Special Districts Association, the Colorado Association of School Boards, and at various seminars of the Colorado Division of Local Governments.
Mr. Lyons has received an AV rating, the highest rating given by the premier national lawyers’ referral agency based upon evaluations by his peers and by the courts and regulatory bodies before which he practices.
Mr. Lyons is active in numerous civic and community organizations, including Rotary, and currently serves on the Board of Directors of Longmont United Hospital. In 2004-2005, he chaired the Boulder County Election Commission.
Mr. Lyons also serves as a volunteer international election observer and has observed elections in Serbia, Ukraine, Belarus, and Tajikistan.
