His Master’s degree was awarded in 1982 in Public Administration from Golden Gate University located in San Francisco, California. In May of 1987 Chester graduated from George Mason University School of Law with his Jury’s Doctorate. His experience also includes holding a prestigious position on the admissions committee for George Mason University Schools of Law.
