After graduation from the University of Notre Dame and University of Virginia Law School Terry served as a Captain with the 64th Military Police Company in Toul, France, was an Assistant City Attorney for the City of Newport News and has been engaged in the private practice of law in Newport News since 1969. While a member of the City Council for the City of Newport News from 1990 to 2002 Terry served on many Commissions and Boards within the City and the National League of Cities. Originally from a small town in Iowa, Carter now serves clients across the Hampton Roads region. Outside of his legal practice, he enjoys community outreach, public education about the legal system, and spending time with his family.
