Using the Present Level of Performance (PLOP) statement as a guide, the IEP team creates annual goals tailored to the student, aimed at achieving proficiency in grade-level standards. These goals should be prioritized to highlight the skills and knowledge critical for long-term academic success. Often, students will need to make more than one year’s progress within an academic year to close the achievement gap. Goals should also address the development of skill access, enabling the student to engage with grade-level materials in various ways. A student's goals on an IEP should not just restate a standard or curriculum objective, rather they should articulate the essential learning needed to achieve the standard.
