If a child’s Planning and Placement Team (PPT) determines that they do not qualify for special education services, the school district is required under the Individuals with Disabilities Education Act (IDEA) to notify the parents in writing. This written notification must include a clear explanation of the reasons why the child has been deemed "not eligible" for special education. Furthermore, parents must be provided with information regarding their options if they disagree with this decision. According to IDEA, parents have the right to challenge the school district's determination by either filing a complaint with the Connecticut State Department of Education, or by pursuing mediation or due process procedures. These avenues ensure that parents have recourse to address concerns about their child's educational needs and services.
