What Is an “Appropriate” Education?

In previous years, the interpretation of FAPE suggested that "appropriate" education was not synonymous with "best possible" education. More recently, FAPE has been understood to mean that children are entitled to educational services that closely align with grade-level achievement standards. In other words, the law does not mandate services that must maximize a student’s potential. However, it does require services, accommodations, and modifications that provide the best opportunity for the student to advance towards grade-level performance according to state and local standards.
