The special education system in Connecticut is shaped by state and federal law, as well as the
Individuals with Disabilities Education Act (IDEA) and its regulations. Special education is
individualized instruction that is tailored to the unique needs of students to help them achieve
success in the classroom. Under federal law, students who are eligible for special education
services have the right to receive a Free Appropriate Public Education (FAPE), or access to
adequate public education at no cost.
