A change of placement occurs under the following conditions: (1) if the removal lasts more than 10 consecutive school days; or (2) if the child has experienced a series of removals that form a pattern, which is established by: (i) the total number of removal days exceeding 10 in a school year; (ii) the child's behavior being significantly similar to behaviors in prior incidents that led to these removals; and (iii) additional factors such as the duration of each removal, the cumulative time the child has been removed, and the closeness in time of the removals.
