If you are planning on purchasing a pre-owned car, investigating the title may be confusing.  For example, if you believe the car had one personal user it would not make sense for the car title to be issue three times.  You may want to contact the Department of Motor Vehicles and inquire about this discrepancy.  There may be a simple answer to this question, or there may be an underlying red flag that needs investigating.
